Green light for rubbish scheme

ALTERNATE weekly rubbish collections will be rolled out in Heywood despite a pledge by Rochdale Cabinet to look for alternatives.

Heywood Township councillors asked Rochdale Council's Cabinet meeting to abandon the plans to have household waste collected one week and recyclables the next.

They claimed a survey on the proposals had brought the highest ever response in the town to such a questionnaire.

But Council Leader, Councillor Alan Taylor said: "It is too late to stop the roll out of alternate weekly collection in Heywood because a lot of people have already started using the recycling bins."

It means that although Cabinet will consider alternatives, Heywood Township's alternate weekly collection of refuse will begin on June 13, as planned.

Cllr Taylor said the local authority seeks to meet the government's "Waste Strategy for England" targets to double recycling and reduce landfill, especially as the local authority's annual Landfill Tax has increased by a third.

The Cabinet instructed the Executive Leadership Team to report to the Cabinet Township Committee and the Policy Overview Committee alternatives and costings.

Heywood's Township Chairman, Councillor Colin Lambert, highlighted the need for the kerbside recycling scheme to be available to everyone instead of alternate weekly collection.

After the meeting he expressed disappointment at the Cabinet's decision.

He said: "I'm worried that there is the option that alternate weekly collection won't be coming to parts of Rochdale but it will start in Heywood next week.

"If Councillor Taylor has commissioned a report then he should have suspended the introduction of it in Heywood. Last night's meeting was a snub for Heywood."

Councillor Susan Emmott, who was the first to raise concerns about the alternate weekly collection scheme, said: "I am pleased that the Cabinet has called for a report, but disappointed it will not be published in time to stop the alternate weekly collection scheme coming in."
